The efficient management of government finances and treasury departments is essential for a nation’s economic performance, and especially for developing nations as they seek to transform from a traditional economy to a more advanced and globally competitive one. This transformation must be successful and sustainable into the future. This case looks at how sustainability was driven by streamlining government operations and processes in an Indian State. Inputs have been drawn from the Directorate of Finance and Treasuries and its Treasury Management System project implementation team. Successfully implementing such a project is not enough in itself; it should also be sustainable in the long run, enabling decision-makers to anticipate and tackle future challenges. The case allows students to gain a better understanding of such projects and how policymakers can and should design implementation strategies proactively. The case brings triple bottom line analysis and environmental considerations into public-sector finance service provision.

State Treasury Management System: A Case of Sustainability

The change in original design of a private corporation producing profits for a relative few is being redefined as a public institution engaged in a wide range of activities some of which appear unrelated to short-term profitability. Businesses can no longer stay insulated from wider obligations, to employees, consumers, environment, and to the people and society in general. The purpose of this paper is to analyse whether the current regime is adequate to deal with the changed corporation, and if not, what changes need to be wrought to make it adequate. Our study establishes that Indian companies' perspective towards stakeholders stands enhanced, creating an ideal environment for good corporate governance. An implication of this study is to make management of corporations to be accountable to non-shareholder interests and other community prerogatives, in making corporate decisions.

Inclusive corporate governance for creating shared values: Indian experience

A large part of our daily activities involves judging the psychological value of time. This study tested a previously less explored aspect about whether people are loss averse for time–i.e. do losses of time loom larger than corresponding gains? Using comparative hedonic judgments, the impact of prospective gains versus losses of time was examined for common contexts like waiting and local travel based on suggestions by typical navigation apps. The magnitude of time was varied without an explicit reference point (experiment 1) and with a clear reference without any overt consequence (experiment 2). The contextual nature of outcome along with magnitude was also manipulated (experiment 3). Prospective gains loomed as larger or equal to losses for low magnitudes while there was a trend of losses to loom larger than gains only for high magnitudes of time. These results weaken the empirical evidence for loss aversion and highlight its magnitude-dependent nature thus presenting a nuanced perspective to the affective psychology of time. © 2021 Informa UK Limited, trading as Taylor & Francis Group.

Hedonic impacts of gains versus losses of time: are we loss averse?

This study has been carried out in the pursuit of exploring key human resource management (HRM) practices and work-life balance in the Indian hospitality industry in relation to its impact on frontline employee's turnover intention. A total of 271 responses were collected from frontline employees through questionnaire. Using partial least square (PLS) path modelling the hypotheses were tested. Results indicated that better perception of HRM practices has negative influence on frontline employee intention to quit. Work-life balance acts as a significant moderator in the relationship between certain HRM practices namely training, career growth opportunity and compensation and turnover intention.

Employee turnover intention in the milieu of human resource management practices: Moderating role of work-life balance

Executive compensation in India is strictly legislated and regulated. The purpose of this paper is to evaluate the executive compensation between private and public sector companies in the NIFTY 50 Index companies after the implementation of corporate governance reforms in India. This study is important because the Government of India is doing business using taxpayers money in owning and managing public sector companies, thus it is incumbent that these public sector companies are run efficiently and effectively. The study establishes that companies in the private sector pay significantly high executive compensation than that of companies in the public sector in terms of CEO pay and total executive pay thereby impacting corporate governance in India. An implication of this study is that it establishes huge gaps in executive compensation in the Indian corporate landscape, thus, posing challenges to governance of public sector companies in India. It makes a case for governance reforms in terms of executive compensation for top management of public sector companies.

Much research addresses the proposition that identifying with a group shapes individuals’ behaviour. Typically, such research employs experimental or survey methods, measuring or manipulating social identification and relating this to various outcome variables. Although shedding much light on the processes involved in the identity–behaviour relationship, such research tends to overlook the various constraints that limit individuals’ abilities to act in accordance with their identities. Using interview data gathered in north India, we explore the factors affecting the enactment of a religious identity. More specifically, using data gathered at a religious mass gathering, we compare and contrast participants’ reports of identity enactment when they are at the event and when they are in their home villages. These two contexts differ in terms of their social organization, especially the degree to which they are marked by the presence of a shared identity. Exploring participants’ accounts of such differences in social organization, we consider the social processes that constrain or facilitate identity enactment. In so doing, our analysis contributes to a richer analysis of the identity–behaviour relationship. © 2020 The Authors. Identity enactment as collective accomplishment: Religious identity enactment at home and at a festival

India's corporate legislative environment has witnessed defining moment with the advent of Companies Act, 2013, which has introduced many seminal features relating to good corporate governance practices of which one of them is the provisions relating to executive compensation. Studies on executive compensation have observed that there is a clear disconnect between executive compensation and financial performance of the company hampering long term value creation for both company as well as for investor community. The purpose of this paper is to critically evaluate the impact of the provisions relating to executive compensation (CEO compensation) as given under Companies Act, 2013 with the financial performance of NIFTY 50 companies during the last decade. Our study comprises of data collected from NIFTY 50 Index companies for the financial year 2007-08 to 2016-17 using CMIE prowess database and from Annual reports. The paper is quantitative in nature, where we have used multiple regression for the analysis using SPSS 23.Our analysis on CEO compensation in the Indian context observes that the traditional argument of agency theorists towards controlling agency costs is by linking CEO pay with the organizational performance viz., sales, EBIT and ROI do not hold good. We found out that CEO pay has no significant relationship with the Sales, EBIT and ROI except ROA. The Study highlights that pay for performance or linking CEO pay with performance indicators cannot be established and does not hold any ground in the Indian context. Our study is a clear demarcation from the traditional knowledge generated from the literature concerning pay-performance metrics and suggests for a change in the disclosure practice by companies relating to CEO pay, which is for the inclusion of CEO compensation during the previous year as well while they are disclosing the current year CEO compensation at the same instance. It will be a case for best practice in executive compensation. The study established that the Companies Act, 2013 is an effective legislative check mechanism relating to CEO compensation in ensuring good corporate governance environment. An implication of this paper is that it addresses the issue of legislative mechanism and response in the overall corporate governance climate in dealing with executive compensation. CEO compensation and corporate governance: Evidence from India

The paper contributes to the literature on legislative disruptions by introducing a novel explanation for why legislators choose to disrupt legislative business. Disruptions are usually perceived as acts of indiscipline in the legislature, but this study argues counterintuitively that disruptions are made possible through a discipline that legislative party leaders impose on their party legislators. Drawing from the literature on party discipline in the legislature, two hypotheses are advanced: first, that party leaders incentivise disruptive behaviour by rewarding disruptive legislators with priority in the allocation of scarce party resources; and second, that the level of institutionalisation of political parties influences their inclination to incentivise disruptions. These hypotheses are tested by using original data on disruptions that occurred during the 15th parliamentary term of the Indian parliament.

Party discipline and disruptions of legislative business: evidence from India

Given top-down effects on perception, we examined the effect of group identity on time perception. We investigated whether the duration of an ambiguous sound clip is processed differently as a function of group congruent or incongruent source attribution. Group congruent (in-group) and incongruent (out-group) context was created by attributing the source of an identical ambiguous sound clip to Hindu or Muslim festivals. Participants from both the religious groups (Hindus and Muslims) prospectively listened to a 20 s long ambiguous sound clip and reproduced its duration (experiment 1a). Both groups reproduced significantly longer durations when the sound clip was associated with the group congruent compared to the group incongruent festival contexts. The two groups did not differ significantly in reproduced duration when the sound attributed to a non-religious common (busy city street) context (experiment 1b). With multiple durations (1, 5, 10 and 20 s), longer durations were reproduced for group congruent labelling at objectively longer durations (experiment 2). According to the internal clock model of time perception, the significant slope effect indicated that the group congruent context influences temporal experience through changes in pacemaker frequency. We argue that the duration appearing relevant to one's own group is processed differently possibly owing to differences in attentional deployment, which influences the pacemaker frequency. © 2020 The Authors.
